Central government directions: power to issue administrative and procedural orders guiding scheme administration and revenue collection. Central Government empowered to issue directions or orders to authorities for proper administration of the Scheme and for collection of revenue, subject to the prohibition on requiring any designated authority to dispose of a particular case in a particular manner; the Government may issue general or special orders prescribing guidelines, principles, or procedures for classes of cases and may publish such orders in the Official Gazette if necessary in the public interest.
