<h1>General penalty for breach of central excise rules includes monetary fine and confiscation of goods.</h1> Where no other penalty is provided herein or in the Act, breach of the Central Excise Rules, 2002 is punishable with a penalty which may extend to five thousand rupees and with confiscation of the goods in respect of which the offence is committed, establishing monetary penalty and confiscation as the residual sanctions for such contraventions.
