It inserts Annexures VII-IX prescribing opt in and opt out declaration formats, requires separate filing per premises, sets the filing window on or after 1 January but not later than 31 March of the preceding financial year, and provides that declarations apply for the whole financial year and continue to subsequent years unless changed.

      Summary: Order under section 98(1) treats appeals filed after the specified reference date but within the normal appellate period and without condonation applications as pending on that date, recognises such persons as appellants for the Direct Tax Vivad Se Vishwas Scheme, 2024, mandates calculation of disputed tax on the basis of the appeal, and directs that all Scheme provisions and rules apply accordingly.

      Summary: The Public Notice inserts a Diamond Imprest Authorisation (DIA) scheme in Handbook of Procedures, 2023: DIA applications must be filed online; imports/exports confined to Mumbai Airport with pre import conditions; exports must be physical natural cut and polished diamonds not exceeding one quarter carat; a minimum 10% value addition in freely convertible currency is required; deemed exports are excluded. DIA holders must execute a bond equal to export obligation and a performance bank guarantee equivalent to duty foregone prior to Customs clearance. Export discharge, validity periods, single authorisation per IEC, prohibitions on extensions/revalidation, and online procedures for fulfilment and regularisation of bonafide default are prescribed.

      Enabling Voluntary Payment electronically on ICEGATE e-Payment Platform- reg.
      Summary: Electronic acceptance of voluntary/self initiated customs payments is enabled on the ICEGATE e Payment platform: registered users may generate self initiated challans and pay without further customs approval. The facility replaces manual TR 6 payments for past clearances and must not be used for live consignments or in place of system generated challans. Payments may be debited from the Electronic Cash Ledger or made challan wise via authorized internet banking, NEFT/RTGS and payment aggregator modes; officers must not accept manual TR 6 after the specified cutoff except with written commissioner approval.
