Effective from August 2019, with transitional provisions extended to March 2021 due to COVID-19 disruptions, these regulations require advance notice by authorized carriers for goods arriving or departing India. Stakeholders must register via the ICEGATE portal, and new procedural requirements include reduced bond amounts and exemptions for certain operators. The regulations introduce new filing requirements for arrival and departure manifests, transhipment procedures, and a Cargo Identification Number system to streamline processes. Compliance timelines are detailed in Annexure A, with penalties for non-adherence.
