of <h1>Mandatory Registration for Sea Cargo Manifests Under 2018 Regulations Requires Bond and Security; Exemptions Apply for Certain Operators.</h1> Under the Sea Cargo Manifest and Transhipment Regulations, 2018, individuals required to submit arrival or departure manifests must register with the jurisdictional Commissioner of Customs using Form-I. Postal authorities are exempt if they notify the Commissioner in writing. Other notified individuals must enter a bond and provide a bank guarantee or equivalent security of five lakh rupees unless they are Authorized Economic Operators or licensed Customs Brokers. Registration is valid indefinitely unless revoked or deemed inactive for a year. Inactive registrations can be renewed upon application and validation of eligibility within one month of expiration.
