Manifest filing registration requires Form I, prescribed security for notified persons, and renewal after one year of Customs inactivity.

Registration for persons required to file arrival or departure manifests is obtained by applying in Form I to the jurisdictional Commissioner of Customs. Notified persons must execute a bond and furnish prescribed security, while Authorised Economic Operators and licensed Customs Brokers are exempt from that security requirement. Registration at one customs station applies to other customs stations. Registration continues unless revoked, but becomes invalid after one year of Customs-related inactivity, subject to renewal in Form IA where continuing eligibility is established.
