<h1>Departure manifest requirement: carriers must file manifests electronically before departure; limited manual filing and post departure updates allowed.</h1> An authorised sea carrier must deliver the departure manifest electronically to the proper officer before vessel departure, with manual submission in duplicate permitted upon Commissioner of Customs approval where electronic delivery is impracticable; exclusive coastal berth vessels carrying only coastal goods are exempt. The manifest must include Form III (general declaration), Form IV (stores list), Form V (private property list), Form VIIA or Form VIIB (cargo declaration as applicable), and other statutorily required declarations. The carrier may update the manifest after departure within twenty four hours, or within seventy two hours for vessels carrying non containerized cargo.
