The carrier must conduct business at customs stations, maintain records of goods, provide tracking facilities, ensure the safety and delivery of goods, and pay duties on lost or pilfered items. They must re-export hazardous goods if required, advise clients on compliance, and report non-compliance. Carriers are prohibited from accessing unauthorized government information and must transmit electronic delivery orders and publish service charges. They cannot charge detention fees for customs-held containers unless specified. Outsourcing functions is allowed with liability shared for any misconduct.
