          <h1>Arrival manifest requirements: carriers must electronically file comprehensive manifest components and may update cargo declarations pre-arrival.</h1> Arrival manifest obligations require an authorised sea carrier to deliver the arrival manifest electronically to the proper officer, with manual submission only when electronic delivery is impracticable and authorised. The manifest comprises an application for entry inwards, general declaration, vessel stores list, list of private property of master and crew, cargo declaration (distinct forms for foreign and domestic/coastal arrivals), and any other statutory declarations. General and cargo declarations are due before departure from the last port of call; other manifest elements are due before arrival. Carriers may update cargo declaration information within prescribed pre-arrival windows, and non-containerized cargo carriers may update before entry inwards.
