Arrival manifest filing requires electronic delivery, prescribed declarations, timely submission, and limited updates for authorised sea cargo carriers.

Authorised sea carriers must electronically deliver arrival manifests for imported, export and coastal goods, subject to approved manual filing where electronic delivery is impracticable. Exclusive coastal-goods vessels operating from dedicated coastal berths are exempt. The manifest comprises entry-inwards, vessel, crew-property and cargo declarations, together with other legally required declarations. General and cargo declarations are due before departure from the last port of call, and remaining components before arrival. Cargo declaration details may be updated within voyage-based time limits, while non-containerized cargo vessels may update before entry inwards.
