Cargo declaration requirement: specified high-risk and controlled goods must be reported on the prescribed form; nil declaration if none aboard. Regulation 6 mandates that shipments of arms, ammunition, explosives, narcotics and psychotropic substances, gold, silver, and radio-active material for import, export, transhipment, or carriage as same-bottom cargo must be declared using Form XII; where none of these cargoes are carried a nil declaration must be submitted.
