Specific cargo declaration requires Form XII or a nil declaration for vessels carrying no listed sensitive cargo.

Specific cargo declarations for arms, ammunition, explosives, narcotics and psychotropic substances, gold, silver and radioactive material must be delivered in Form XII when carried for import, export, transhipment or as same-bottom cargo. A vessel carrying none of these specified cargoes must deliver a nil declaration. The earlier reference to dangerous drugs was omitted.
