<h1>Government circular sets procedures for transhipment through designated land customs stations to Indian ports and airports under SCMTR 2018</h1> Circular establishes procedures for transhipment of export cargo from a neighboring country through designated land customs stations to Indian ports/airports in containers or closed trucks, continuing prior pilot arrangements. It permits road movement from the principal LCS to Kolkata Aircargo (and to Delhi Air Cargo from 15-02-2023) under existing procedures, while other listed movements remain subject to prior rules until the Sea Cargo Manifest and Transhipment Regulations, 2018 (SCMTR 2018) are fully implemented. SCMTR 2018 will prescribe transhipment forms, mandatory track-and-trace and sealing requirements; an electronic cargo tracking option is temporarily available via an authorized provider. Implementation difficulties were to be reported to the Board. The circular was later rescinded.
