Shipping lines/airlines or their authorised agents must file a Bill of Transhipment, procure and declare an Electronic Cargo Tracking System (ECTS) seal, and furnish a bond equal to twice the goods' value. Cargo moves under customs supervision (unloading/reloading permitted as specified), with original/duplicate/triplicate bill copies allocated to authorities, conveyance and carrier. Port customs verify ECTS seal integrity and manifest details; unauthorized unsealing triggers investigation and appropriate enforcement.
