of <h1>SCMTR 2018: Mandatory Sea Cargo Filing from July 20, 2021, to Boost Transparency and Predictability.</h1> The Sea Cargo Manifest and Transhipment Regulations (SCMTR), 2018, aim to enhance transparency and predictability in sea cargo movement, replacing older regulations. Initially effective from August 1, 2019, with transitional provisions extended due to COVID-19 disruptions, the regulations require advance notice by authorized carriers for goods entering or leaving India. Despite outreach efforts, adoption of new procedures remains low. From July 20, 2021, filing of specific messages by custodians and terminal operators becomes mandatory. The transitional provisions are extended until July 31, 2021, to facilitate compliance. Stakeholders are urged to ensure smooth implementation and report any difficulties.
