Amendment to Section 139A: expansion of purchaser definition to include licensee or lessee and omission of proviso. Amendment to section 139A removes the first proviso of sub section (5A) and substitutes the word 'buyer' in sub sections (5C) and (5D) with 'buyer or licensee or lessee', thereby expanding the class of persons covered and deleting the proviso; each change has its own commencement date as enacted.
