Power to relax: Commissioner may exempt persons from postal import regulations for uncontrollable non-compliance, with reasons recorded. Power to relax: The Commissioner of Customs may, where importation through a foreign post office involves failure by the postal authority, consignee, importer or their authorised agent to comply with these regulations for reasons beyond their control, exempt that person from the operation of the Postal Imports Regulations, provided the Commissioner records the reasons for exemption in writing.
