Commencement provision: Finance (No. 2) Act, 1996 deems substantive sections to have commenced from April first. The Act is titled Finance (No. 2) Act, 1996 and, except as otherwise provided, certain substantive sections are deemed to have come into force on the first day of April, 1996, establishing the retrospective operative date for the main charging and consequential provisions.
