Special Bench composition permits Chairman to form larger benches for particular cases and fix their sitting location. The amendment to section 22BA empowers the Chairman to constitute a Special Bench of more than three members for disposal of particular cases and specifies that the Special Bench shall sit at a place fixed by the Chairman, thereby vesting the Chairman with discretion over bench composition and sitting location.
