Value declaration assistance: Board may issue orders specifying HS code, unique quantity code, specifications and importer obligations. The Board shall consider recommendations of the Screening Committee and, if satisfied, issue an Order under Rule 5 specifying for identified imported goods the complete description with 8 digit HS Code, the Unique Quantity Code to be used in the bill of entry, technical specifications to be declared, importer obligations, checks to be exercised and a validity period of one to two years; the Board shall also consider Screening Committee review reports and may amend prior specifications by issuing an Order under Rule 5.
