Appointment of temporary members: central government may appoint temporary judicial and accountant members with contractual terms. Rule 13A empowered the Central Government, in consultation with the Tribunal President, to appoint temporary judicial and accountant members on deputation or contract subject to fixed-term limits and terms of employment. Appointees had to meet statutory qualifications for ordinary members; retired members and those from higher pay-scale posts could be reappointed only on contract and only if they satisfied the statutory eligibility criteria. The provision was subsequently omitted by notification.
