<h1>Appellate body not bound by Code of Civil Procedure must follow natural justice and can exercise civil powers and enforcement</h1> The Appellate Tribunal is not bound by the Code of Civil Procedure but must follow principles of natural justice and may regulate its own procedure under the Act. It has the civil-court powers to summon and examine persons, compel discovery and production of documents, receive affidavit evidence, requisition public records, issue commissions, dismiss or decide representations for default or ex parte, set aside such orders, and other prescribed matters. Its orders are enforceable as court decrees through appropriate local courts, and proceedings before it are deemed judicial, with the Tribunal treated as a civil court for specified IPC and CrPC provisions.
