<h1>Export payment violations under Regulation 13 require expired timeframes before prosecution can commence</h1> Regulation 13 of the Foreign Exchange Management (Export of Goods and Services) Regulations, 2000 governs payment requirements for exports requiring declarations under Regulation 3. Without Reserve Bank or authorized dealer permission, no person may secure payment in non-specified manner, delay payment beyond prescribed periods, or ensure proceeds don't represent full export value minus allowed deductions. Contraventions can only be prosecuted after the specified period expires and proper payment hasn't been received within the prescribed timeframe and manner.
