of <h1>Regulation 12 allows dealers to accept export documents from constituents who become exporters for regulatory compliance purposes</h1> Regulation 12 of FEMA Export Regulations 2000 governs transfer of export documents to authorized dealers. Dealers may accept shipping documents, invoices, and bills of exchange from constituents for negotiation or collection, provided the constituent signs a declaration when document values differ from or exceed declared export values. The signing constituent becomes the exporter for regulatory purposes to the extent of the full document value and must comply with all applicable export regulations accordingly.
