          <h1>Transfer of shipping documents: authorised dealers must obtain a constituent's declaration, making them the exporter for the document value.</h1> Regulation 12 permits an authorised dealer to accept shipping documents for negotiation or collection from a constituent who has not signed the Regulation 3 declaration only after requiring that constituent to sign the declaration where the declared value matches or is less than the value in the documents; the signing constituent is bound by the declaration and treated as the exporter for the full value shown in the documents.
