Registrar powers and duties: exercise functions under the Act, rules, or delegated authority unless government directs otherwise. Registrars must exercise the powers and discharge the duties conferred by the Act, the rules, or delegated by the Central Government; functions required to be performed by a Registrar shall be done by the Registrar or, in the Registrar's absence, by a person authorised by the Central Government, and where the Central Government alters registry constitution or location, duties shall be exercised by the officer and at the place it appoints in relation to the local situation of registered offices.
