Rule making power on clean energy cess enabling assessment, collection and utilisation under the Chapter. The provision confers on the Central Government a broad rule making power to implement the Chapter governing the Clean Energy Cess, authorising notification in the Official Gazette to provide for the manner of assessment, collection and utilisation of the cess and for any other matters relating to its administration.
