of <h1>Clause 83 Empowers Government to Establish Rules for Clean Energy Cess; Subject to Parliamentary Review and Modification.</h1> Clause 83 of the Finance Bill, 2010, grants the Central Government authority to formulate rules for implementing the provisions related to the Clean Energy Cess. These rules may address the assessment, collection, and utilization of the cess, as well as other related matters. Once made, these rules or notifications must be presented before Parliament for a total of thirty days. If both Houses agree to modify or annul them within the prescribed period, the rules or notifications will be adjusted or nullified accordingly, without affecting prior actions taken under them.
