Appeal to Authority expands central review for inter State disputes over stock transfers and consignments of goods. An amendment substitutes sub section (1) of section 20 to allow an appeal to the Authority against orders of a State's highest appellate authority that determine issues relating to stock transfers or consignments of goods insofar as they present an inter State dispute, and omits the Explanation to that sub section.
