Summary: The Trade Facilitation Agreement establishes multilateral disciplines to expedite movement, release and clearance of goods, including goods in transit, by requiring greater transparency, publication of trade-related laws and procedures, simplification of documentation and formalities, and adoption of risk management and special facilitation for perishable goods; it also provides for technical assistance and capacity building for developing and least developed countries and Member cooperation on customs compliance, with entry into force under WTO procedure.
Summary: A formal review has been commenced of the India-ASEAN Agreement on Trade in Goods (2009), the second review of the India-Singapore CECA (2005) is underway, and a Joint Committee will review implementation of the India-Malaysia CECA (2011); there is no active proposal for an FTA with Taiwan as it offers no clear advantage under present circumstances.
Summary: Approval was granted for signing and ratification of the ASEAN-India Agreement on Trade in Services, which includes an Annex on Movement of Natural Persons defining Business Visitors, Contractual Service Suppliers and Intra Corporate Transferees. Several ASEAN Member States have taken commitments in their schedules of specific commitments for some categories, creating a framework to facilitate the temporary movement of Indian professionals within ASEAN.
Summary: Pakistan's shift from a positive list to a negative list for imports from India raises whether its tariff-notification amending tariff reductions constitutes a derogation from SAFTA, given India's contention that such reservations contravene Article 23's prohibition on reservations.
Summary: Public private partnership arrangements are being advanced to mobilise private capital for railway infrastructure development, including rolling stock manufacturing, station modernisation, multi functional complexes, logistics parks, private freight terminals, liberalised wagon investment schemes and Dedicated Freight Corridors. Summary: MPEDA operates export promotion and quality assurance schemes-Sea Freight Assistance, Developmental Assistance for ornamental fish, a Quality Logo scheme, and financial assistance for processing machinery and technology upgradation. Summary: Following a judicial direction to review the meat export policy, the Central Government after inter departmental consultation concluded that the existing policy needed no change and issued a speaking order dated 3 May 2007. The Food Processing Ministry launched an abattoir modernisation scheme with capital grants; APEDA administers registration and prescribes export hygiene and sanitary standards. Inspections focus on hygiene, ante and post mortem checks, infrastructure, laboratories and records. Export Oriented Units require HACCP and ISO certification.
Summary: The Comprehensive Economic Partnership Agreement between India and Japan, in force since August 2011, is the principal legal framework expected to expand bilateral trade and investment by facilitating market access, increasing trade in goods and services, and promoting Japanese investment in National Investment and Manufacturing Zones and major industrial corridor projects; it is linked to regulatory adjustments such as the partner state's relaxation of a Maximum Residue Level for a shrimp preservative benefiting exporters.
Summary: The policy permits Foreign Direct Investment up to full foreign ownership in most sectors under the automatic route, and recent revisions have amended sectoral caps and entry routes across areas such as petroleum and natural gas, exchanges and market infrastructure, asset reconstruction and credit information companies, tea plantations, single-brand retail and specified service sectors; the regime is maintained under ongoing review to enhance investor-friendliness.
Summary: FDI policy permits 100% FDI on the automatic route for greenfield projects and 100% for brownfield projects under the government approval route subject to conditionalities to ensure medicine availability and R&D. Bank led mobile banking, interoperable wallets and business correspondents, Payment Banks, and automated trade receivables platforms can lower transaction costs, build information for credit access, and require parallel consumer protection and financial education measures.
Summary: Revision of revenue and expenditure targets raises freight and passenger earning objectives while acknowledging a reduced average freight lead; expenditure pressures from fuel, recruitment, allowances and pensions have increased allocations though Ordinary Working Expenses were contained by monitoring. Dividend liability has risen with a higher dividend rate. The revised plan outlay and a higher projected Operating Ratio reflect these income and cost adjustments, and tightened fiscal discipline is said to result in an improved end of year fund balance.

Effective date for levy of excise duty on cigarettes at the enhanced rates vide Finance Act, 2012 – Clarification – Regarding.
Summary: The circular clarifies that while a provisional declaration under the Provisional Collection of Taxes Act gave the Finance Bill rates force of law from the date the Bill was introduced, official amendments converting the ad valorem component into higher specific excise rates became operative only upon assent and enactment; therefore the amended tariff rates for cigarettes apply from the date the Finance Act came into force and not from the provisional declaration date.
