If the postmaster is satisfied, a duplicate is issued upon furnishing an indemnity bond with sureties or a bank guarantee. For mutilated or defaced certificates, a duplicate may be issued without indemnity if the original can be identified. The duplicate is equivalent to the original but requires verification for encashment at a different post office.
