If any member requests voting by ballot, or the Chairperson so decides, voting must instead be conducted by secret ballot. Where a secret ballot is adopted, the manner of conducting the ballot is determined by the Chairperson, with the operative effect that members can compel a shift from open voting to secret voting, and the Chairperson controls the procedure for the ballot.
