The Valuation Officer may inspect premises and records, authorise technical staff, require cooperation, and, if refused, exercise court like powers for discovery, attendance and production. The Valuation Officer must consider assessee evidence, give an opportunity of being heard, may estimate by judgment if there is non cooperation, send the report to the Assessing Officer and assessee, may amend apparent mistakes, and must deliver the report within six months.
