Temporary succession for commission chairman duties allowed by appointment of another member until vacancy filled or duties resumed. Insertion of clause (1-A) into Article 316 provides that when the Chairman's office is vacant or the Chairman is unable to perform duties, one of the other Commission members designated by the appropriate appointing authority shall perform those duties until a new appointee assumes office or the Chairman resumes functions.
