Commitment order preserves absence of a contravention finding and binds the applicant while not affecting inquiries against others. A commitment order accepting commitments does not amount to a finding of contravention by the Commission; filing a Commitment Application or issuance of a commitment order does not affect inquiries under section 26 concerning other parties not part of the commitment proceedings. The commitment order is final and binding on the Commitment Applicant.
