Commitment applications must be written, include prescribed fee proof, detailed applicant and representative particulars, the Commission's prima facie opinion, full factual disclosure of alleged contraventions, detailed commitments showing how they address competition concerns and implementation/monitoring, undertakings and waivers, and a non confidential summary of matters. Applications are subject to timing rules relative to the Commission's prima facie order and DG report, may be condoned for delay, must be cured if defective within a directed period or risk invalidation, may be withdrawn prior to the Commission's order, and are inadmissible if amounts are recoverable from the applicant.
