Taxpayer's Charter empowers the Board to adopt the charter and issue directions to income-tax authorities for administration. The Board is empowered to adopt and declare a Taxpayer's Charter and to issue orders, instructions, directions or guidelines to other income-tax authorities as it may deem fit for the administration of that Charter; the amendment specifies an operative commencement date.
