Investigating authority powers require prior approval to obtain records, seek seizure orders and follow criminal procedure safeguards. Regulation 7 authorises the Investigating Authority, with prior specific approval, to call for information and records from banks and public authorities; to apply to a magistrate for seizure orders where there are reasonable grounds that documents may be destroyed or concealed; to retain seized books and records until the investigation concludes and thereafter return them; and to place identification marks on returned items. Searches and seizures under the regulation must conform to the procedural safeguards prescribed by criminal procedure law.
