<h1>SEBI Regulation 22: Securitised Debt Instruments Require Draft Filing 15 Days Before Public Offer</h1> Regulation 22 of the Securities and Exchange Board of India (SEBI) mandates that no special purpose distinct entity or trustee can offer securitised debt instruments to the public without filing a draft offer document with SEBI at least fifteen working days before the issue opens. This document must include the minimum filing fee, with the remaining fee due within seven days after the public offer closes. If SEBI requires changes within the fifteen-day period, these must be made before filing with the stock exchange or issuing the document. The final offer document must be filed with SEBI and all relevant stock exchanges before public issuance.
