<h1>Operational Creditors Must Submit Proof of Claim Using Form C as per Regulation 17 of Liquidation Process Regulations 2016.</h1> A person claiming to be an operational creditor, excluding workmen or employees, must submit proof of claim to the liquidator using Form C of Schedule II, either in person, by post, or electronically. The debt's existence can be demonstrated through records from an information utility or other relevant documents, such as contracts for goods and services, invoices, court or tribunal orders regarding non-payment, or financial accounts. These provisions are outlined in the Insolvency and Bankruptcy Board of India (Liquidation Process) Regulations, 2016, under Regulation 17.
