Power of a Bench: Bench must dispose of settlement applications as directed by the Chairman's general or special orders. Power of a Bench to dispose of settlement applications is vested in the Bench subject to directions issued by the Chairman. Under Regulation 10, a Bench is required to dispose of settlement applications and any matters arising from them in accordance with orders the Chairman issues, whether those orders are general or special.
