Parties, including the applicant and the Principal Commissioner or Commissioner, must submit six copies of the paper book containing relevant documents, indexed and paged, within specified timeframes following notice issuance or order receipt. The Commission may condone delays if justified and can also direct the preparation of paper books at the applicant's or Commissioner's cost. Submitted documents must be legible, certified as true copies, and properly indexed with descriptions and page numbers.
