Recovery of employer arrears: authorised officer issues certificate enabling attachment, arrest or receiver appointment to recover dues.

Where arrears arise under the Code, the Authorised Officer or competent authority issues a certificate to a Recovery Officer specifying the amount; the Recovery Officer may recover it by attachment and sale of establishment or employer property, arrest and detention of the employer, or appointment of a receiver, giving priority to establishment property and permitting forwarding of the certificate between Recovery Officers to secure recovery across jurisdictions.
