<h1>DGFT Notification 69/2023: Advance Authorisation Holders and EOUs Can Import Inputs Without Mandatory QCOs, Subject to Conditions.</h1> Notification No. 69/2023, dated March 7, 2024, issued by the Directorate General of Foreign Trade, introduces amendments to the Foreign Trade Policy 2023. It allows Advance Authorisation holders and Export Oriented Units (EOUs) to import inputs without adhering to mandatory Quality Control Orders (QCOs), subject to specific conditions. These include pre-import conditions, endorsement of exemptions, and restrictions on transferring unutilized imports to the Domestic Tariff Area (DTA). The notification specifies the procedures for handling unutilized imports and clarifies that exemptions apply only to physical exports, not deemed exports. The changes are effective with the approval of the Ministry of Commerce & Industry.
