      Summary: CBEC, under section 14(2) of the Customs Act, 1962, substitutes TABLE 1, TABLE 2 and TABLE 3 of Notification No. 36/2001 Customs (N.T.) with updated US dollar tariff values for specified imports, including categories of palm oil and palmolein, crude soybean oil, brass scrap, poppy seeds, gold and silver valuation entries, and areca nuts, thereby fixing the tariff values used for customs valuation for those goods.
      Summary: The Reserve Bank of India published official reference rates for the US dollar and the Euro on November 14, 2013, and, using the US dollar reference and middle cross-currency quotes, provided derived exchange rates for the British pound and Japanese yen; it also stated that the SDR-Rupee rate will be based on the published reference rate.
      Summary: WPI for all commodities rose to 180.3 in October 2013 with annual inflation at 7.00 percent.       Seeks to extend the validity of notification No.91/2008-Customs dated the 30th July, 2008 for a period of one year i.e. upto and inclusive of 9th April, 2014.
      Summary: Amendment continuing the anti-dumping duty on Diclofenac Sodium from the People's Republic of China by inserting a provision that the original notification shall remain in force for a further specified period, effected under the authority of Section 9A of the Customs Tariff Act and the relevant anti-dumping rules following a continuation review.

      Seeks to levy definitive anti-dumping duty on imports of ‘Vitamin A Palmitate ’, originating in, or exported from, Switzerland and People’s Republic of China for a further period of five years
      Summary: Imposition of anti-dumping duty on Vitamin A Palmitate from Switzerland and the People's Republic of China is continued following a review that found dumped imports with significant margins and a likelihood of continued injury; differentiated duty rates are prescribed by origin, export, producer and exporter, effective for five years, payable in Indian currency with exchange conversion determined by the notified rate and bill of entry date.

      Amendment Notification No. 36/2001-Customs (N.T.), dated the 3rd August, 2001
      Summary: Notification No. 111/2013 substitutes TABLE 1, TABLE 2 and TABLE 3 of Notification No. 36/2001 Customs (N.T.), fixing tariff values in US dollars for listed imports: edible oils (palm oil, palmolein, soyabean oil), brass scrap, poppy seeds, bullion (gold and silver subject to specified notification benefits), and areca nuts, thereby prescribing per unit import valuation benchmarks.

      Amendment of paragraphs 4.1.13(a) and 6.2(a)(i) of FTP to permit export of an item which is otherwise prohibited for export, under Advance Authorisation and by EOUs
      Summary: The Foreign Trade Policy amendment allows export of items otherwise prohibited only where an explicit separate notification permits such export under Advance Authorisation/DFIA subject to stipulated conditions, and permits BOA to consider EOU requests to export a prohibited item provided the raw material is imported and not procured from the domestic tariff area, with SCOMET exports remaining subject to ITC (HS) conditions.

      Advance Authorization for export of an item which is otherwise prohibited for export
      Summary: Advance authorization is permitted for otherwise prohibited export items subject to pre-import conditions under notified SION or prior fixation of norms by the Norms Committee, with import/export only through EDI-enabled ports. Imported inputs are subject to an actual user condition and cannot be transferred for any purpose. Export obligations are time-bound to a fixed Export Obligation Period from import clearance with no extensions; non-fulfilment or shortfall in value addition attracts a penalty multiple on the CIF value plus duty and interest.
