      Summary: Amendment inserts the Republic of Yemen as a new entry in the Schedule to Notification No. 96/2008 Customs, thereby extending the Duty Free Tariff Preference scheme to Yemen under the authority conferred by the Customs Act, as effected by Notification No. 19/2013 Customs dated 2 April 2013.

      Foreign Exchange Management (Transfer or Issue of Security by a Person Resident outside India) (Eighth Amendment) Regulations, 2013
      Summary: Amendments to Schedule 5 substitute "eligible investors" for "FIIs", delete residual maturity stipulations, and authorise Qualified Foreign Investors to purchase specified instruments on a repatriation basis through SEBI registered QDPs or on recognised exchanges, including government securities, commercial paper, Security Receipts (with 10% individual and 49% aggregate tranche limits), Perpetual Debt (49% aggregate and 10% individual limits per issue), infrastructure non convertible debentures, IFC bonds, and rupee bonds/units of Infrastructure Debt Funds; parallel entitlements for SEBI registered long term investors are also prescribed, with conditions on primary issue listing and mandatory disposal/redemption where applicable, and all acquisitions remain subject to SEBI and Reserve Bank terms.

      Foreign investment in India by SEBI registered FIIs in Government Securities and Corporate Debt
      Summary: The circular merges existing sub-limits into two unified ceilings: a Government Debt limit of USD 25 billion for SEBI-registered FIIs, QFIs and long-term investors (with a USD 5.5 billion cap on treasury bills), and a Corporate Debt Limit of USD 51 billion for the same investor classes (with a USD 3.5 billion cap on commercial paper). Non-Resident Indians remain regulated under existing guidelines. These measures take effect from April 1, 2013, with SEBI to issue operational guidelines and RBI amending FEMA regulations accordingly.

      Summary: Defines "adjacent" for area-based exemption as a plot sharing at least one common boundary that is merged with the existing plot to form one unit; such merged expansions continue to enjoy the residual exemption period. Use of a plot not immediately adjoining the existing plot is treated as establishing a separate unit, with exemption eligibility assessed independently.
