For unilateral APAs, this request is considered by the Director General of Income Tax (International Taxation), while for bilateral or multilateral APAs, it involves the competent authorities of India and the other country. The amendment should not change the application's original nature, and additional fees may apply. Converting a unilateral APA application to a bilateral or multilateral one is not considered a change in the application's nature.
