Under section 16 the Central Government appoints Adjudicating Authorities to hold inquiries for adjudication under section 13, specifying territorial and monetary jurisdiction; a written complaint by an authorised officer is required to commence inquiry; alleged contraventers may appear in person or with assistance; adjudicating authorities possess the powers of a civil court for attendance, document production, commissions and review; proceedings are deemed judicial and authorities should endeavour to dispose of complaints within one year, recording reasons if delayed.
