Section 19 grants any person the right to inspect documents filed with the Registrar on payment of a prescribed inspection fee, and to obtain a Registrar-certified copy or extract subject to a charge by word length; such certified copies or extracts are prima facie evidence of the matters contained therein in all legal proceedings.
