<h1>Record inspection under Rule 22: who can apply, what can be seen, fees, and note-taking limits</h1> Rule 22 of the Authority for Advance Rulings (Procedure) Rules, 1996 permits an applicant, the Commissioner, or an authorised representative to inspect case records upon a written application to the Secretary, limited to documents relied upon in the proceedings. Inspection must occur in the presence of an officer of the Authority, and the applicant may take notes but cannot obtain copies of documents. Fees are prescribed at Rs. 100 for the first hour or part thereof and Rs. 50 for each additional hour or part thereof. All inspection fees must be paid in advance in cash.
