Interpretation power: Chairperson may, in case of doubt, modify or waive procedural rules by reasoned order. An interpretation clause vests the Chairperson with authority to decide doubts about the Regulations' meaning and to modify, waive or exempt the operation of any procedural rule by specific or general order, with reasons recorded in writing.
