Official seal requirement: notices, orders and judgments must bear the seal and custody rests with Registrar. Every notice, order and judgment of the Tribunal must bear the official seal of the Tribunal, and the official seal shall be in the custody of the Registrar, establishing authentication requirements for tribunal instruments and assigning custody and responsibility to the Registrar.
