Power to relax rules permits targeted relaxation for specified classes after consultation and written reasons are recorded. The Central Government may, in consultation with the Chairperson of the Appellate Tribunal, by order and for reasons recorded in writing, relax any provision of these rules with respect to any class or category of persons, enabling targeted, class-based departures from the rules while requiring consultation and written reasons.
