          <h1>Controlled delivery approvals enable authorised officers to monitor suspect consignments and coordinate foreign consultation and reporting.</h1> Controlled delivery requires a proper officer to file FORM-I and obtain specified authority approval, with foreign consultation where applicable. Approved operations may include affixing marks or installing track-and-trace devices without materially altering the consignment, and the specified authority may issue FORM-II authorisations for other enforcement bodies. The proper officer may complete delivery upon identifying a suspect or terminate with specified authority approval if there is a grave imminent threat, with special consultation and a seventy-two hour post-termination approval safeguard for foreign deliveries. Upon completion or termination the proper officer reports to the specified authority, which will notify a foreign competent authority when the consignment was destined abroad.
