'Act' refers to the Customs Act, 1962. 'FORM' is a form attached to the regulations. 'Goods' encompass substances in consignments, such as narcotics, precious metals, stones, liquor, currency, tobacco, wildlife products, and antiques. The 'specified authority' is the Principal Additional Director General or Additional Director General of the Directorate General of Revenue Intelligence. A 'suspect consignment' includes goods liable to confiscation under the Act or other laws and is subject to controlled delivery. Undefined terms follow the meanings in the Customs Act.
